| 微观层面上,数字图书馆建设包括单个图书馆或图书馆联盟数字图书馆建设和商业性数字图书馆建设,以及支撑硬件与技术等各方面的发展；宏观层面涉及国家层面数字图书馆的统一管理.将数字图书馆作为国家信息基础设施建设的组成部分,并通过数字图书馆建制实现专门机构管理,运用信息政策、经济和行政手段,建设的各方面因素才能有效整合. |
