| 在我国即将进入发展新阶段与着手制定“十四五”规划的背景下，本文对国外10所重要国家图书馆的最新战略规划进行调查。通过内容分析法，有重点地对战略规划文本进行分析与总结，将主要战略内容归纳为4个方面：推进资源收集与保护，成为国家文化记忆的守护者；着力扩大社会影响力，成为国家文化形象的代言人；加强图书馆传统服务，成为国家与个人发展的支持者；建设多元化合作网络，成为国家文化资源的联结者。基于此，笔者对我国图书馆的建设和发展提出3点建议，即发挥数字化时代的基础设施定位、重构创新视域下的实体服务体系和走向合作与开放的事业发展道路。 |

| In the context of the new stage of development and the “14th Five-Year” Plan, this paper investigates the latest strategic plans of 10 important national libraries abroad. By using the content analysis, the author analyzes the strategic planning texts, and summarizes the main strategic contents as follows: promoting the collection and protection of resources to become the guardian of national memory; Expanding social influence to become the spokesperson of national culture; Strengthening the traditional service of library to become the supporter of national and individual development; Building a diversified cooperative network to become a connector of national cultural resources. Based on this, the author puts forward three suggestions for the development of librariesin China: to give full play to the position of the infrastructure in the digital age, to reconstruct the entity service system under the vision of innovation, and to move towards the development path of cooperation and opening. |
