| 本文以开放数据的政策准备、数量、质量、利用为切入点，以安徽省合肥市政府数据开放平台为研究对象，通过内容分析法、统计分析法与对比分析法综合分析合肥市数据开放的现状，并从平台数据发布主体、平台数据资源建设、平台服务特色、平台数据利用4个方面对政府数据开放现状进行梳理，进而提出树立数据开放意识、完善开放政策体系、加强数据开放监管、完善门户平台功能、培养引进数据人才等措施，以期优化和推动地方数据治理的进程。 |

| This paper takes the policy preparation, quantity, quality and utilization of open data as the breakthrough point, and takes the data open platform of Hefei Municipal Government in Anhui Province as the research object. Through the methods of content analysis, statistical analysis and comparative analysis, this paper comprehensively analyzes the current situation of data open in Hefei city, and makes a comprehensive analysis from four aspects: platform data publishing subject, platform data resource construction, platform service characteristics and platform data utilization. This paper combs the current situation of government data opening, and then puts forward some measures, such as establishing the awareness of data opening, improving the open policy system, strengthening the supervision of data opening, enhancing the function of portal platform, and training and introducing data talents, in order to optimize and promote the process of local data governance. |
