| 科技文献是重要的科研条件和战略资源，本文在简要概述我国科技文献保障工作形势和现状的基础上，分析当前面临的困难和挑战，提出国家科技图书文献中心（National Science and Technology Library，NSTL）“十四五”规划总体发展目标是科技文献信息资源保障能力显著增强，科技文献信息服务水平和智能化知识服务能力显著提升。规划确定了NSTL未来发展的五大任务，即建设安全的国家科技文献本土化保障基地，全面实施科技文献元数据战略，强化系统和网络基础设施建设，完善国家科技文献信息普惠服务和情报服务网络，探索科技文献智能知识服务关键技术。 |

| Scientific and technological literature is an important scientific research condition and strategic resource. Based on a brief overview of the current situation of scientific and technological document guarantee work in China, this paper analyzes the difficulties and challenges and proposes the 14th Five-Year Plan of National Science and Technology Library. The overall development goal of NSTL is to significantly enhance the ability to guarantee scientific and technological literature information resources, and to improve the service level of scientific and technological literature information and intelligent knowledge service capabilities. The five tasks of NSTL in the future development are determined in the plan, which are to build a safe national science and technology literature localization guarantee base, fully implement the science and technology literature metadata strategy, strengthen the system and network infrastructure construction, improve the national science and technology literature information inclusive service and information service network, and explore the key technologies of science and technology literature intelligent knowledge service. |
