| 公共借阅权是一种旨在补偿作者因图书馆免费借阅造成损失的财产性权利。数字环境下公共借阅权有转向以出借电子形式作品的数字公共借阅权的趋势，但构建数字公共借阅权存在一定的现实困境。本文分析英国和挪威对于公共借阅权革新和守旧态度背后的原因，以期为我国数字公共借阅权的构建提供借鉴和思考。 |

| The public lending right is a property right aimed at compensating authors for the losses caused by the free lending of the library. In the digital environment, the public lending right tends to turn to the digital public lending right of lending electronic works, but there are certain practical difficulties in constructing the digital public lending right. This article analyzes the reasons behind the reform and conservative attitudes of the United Kingdom and Norway to the public lending right, in order to provide reference and thinking for the construction of China’s digital public lending right. |
