| 数字资源由于其重要性和利用的便捷性以及网络资源的易逝性和不可再生性等特点，已引起图书情报专业人员和政府管理人员的高度重视。本文通过概念辨析、文献调研、案例分析等方法阐述我国数字资源保障体系管理体制与机制现状，指出我国数字资源建设在经费投入、覆盖面、揭示、长期保存、总目录编制、组织保障等6个方面存在的问题，为建设全国统一的、跨系统的数字资源保障体系，从数字资源保障体系的总体设想、管理体制改革以及运行机制的建立与完善3个方面提出相关建议。 |

| Digital resources have attracted great attention of the professionals of library and information science and government administrators because of their importance, convenience of use and perishable and non-renewable characteristics of network resources. This paper investigates the status of management system and mechanism of digital resource guarantee system in China by means of concept discrimination, literature research and case analysis, points out the existing problems in the construction of digital resources in China in the following six aspects: investment in funds, coverage, disclosure, long-term preservation, compilation of general catalogue and organizational guarantee. In order to build a national unified and cross-system digital resource guarantee system, this paper puts forward relevant suggestions from three aspects: the general idea of digital resource guarantee system, the reform of management system and the establishment and improvement of operation mechanism. |
