| 本文在全面梳理STM出版现状与利用环境变化的基础上，从传统资源、新型资源和OA资源三方面对STM出版趋势进行分析，同时结合“十四五”规划背景下国家科技图书文献中心NSTL的职能定位，提出相应的文献资源建设策略。建议在巩固印本文献资源战略保障作用的基础上，构建立体化数字资源保障体系，强化新型资源采集并加强OA资源及相应平台的建设。 |

| On the basis of comprehensively combing the current situation of STM Publishing and the changes of its utilization environment, this paper analyzes the STM publishing trend from three aspects: traditional resources, new resources and OA resources, and puts forward the corresponding literature resource construction strategy in combination with the functional positioning of NSTL under the background of the 14th Five-Year Plan. Based on consolidating the strategic guarantee function of printed literature resources, it is suggested to build a three-dimensional digital resource guarantee system, and strengthen the construction of new resources, OA resources and corresponding platforms. |
