| 在数字经济时代，数据作为一种新型生产要素，已成为基础性战略资源和革命性关键要素。文献数据是推动知识创新、促进科技进步和支撑科学研究的重要数据类型之一，需要通过市场化配置优化文献资源体系、提高资源分配效率。论文通过分析文献数据市场化配置进程的三个阶段，提出文献数据要素市场化配置改革要直面3个方面的关键问题：价值评估与权益确认、数据主权与安全保障、开放共享与公平交易。 |

| In the era of digital economy, as a new factor of production, data has become a basic strategic resource and a revolutionary key element.Literature data is one of the important data types to promote knowledge innovation, promote scientific and technological progress and support scientific research. It is necessary to optimize literature resource system and improve resource allocation efficiency through market allocation. By analyzing the three stages of the process of market-oriented allocation of literature data, this paper puts forward that the market allocation reform of literature data elements should face three key issues: value evaluation and rights confirmation, data sovereignty and security, open sharing and fair transaction. |
