| 数字经济时代，数据要素成为关键性生产要素和国家基础性战略资源。数据价值的充分释放是数据要素赋能经济高质量发展的核心因素。本文首先对数据要素价值化过程中存在的问题进行探究，其次对数据要素基础制度的价值取向进行分析，最后在此基础上系统论述数据要素基础制度的框架与内容。 |

| In the era of digital economy, data elements have become key factors of production and national basic strategic resources. The full release of the value of data is the core factor for data elements to empower high-quality economic development. This paper firstly explores the problems in the process of valorization of data elements, secondly analyzes the value orientation of the data element foundation system, and finally systematically discusses the framework and content of the data element foundation system on this basis. |
