| 欧盟推出一系列有关数据治理的战略文件和政策法案，为世界范围内的数据治理供给了欧洲方案。研究和分析欧盟数据治理框架，可以为我国数据治理体系的完善提供有益借鉴。文章结合ITSS数据治理框架的分析模式，运用文本分析法，对欧盟数据治理框架的顶层设计、治理环境、治理域和治理过程4个要素进行分析，梳理并阐明欧盟数据治理框架的内在逻辑。欧盟围绕价值清晰的顶层设计框架，构建内外联动的法制体系，推行服务优先的治理模式，有助于其提高数据治理能力、激发数据活力。中国应立足于本国价值诉求，参考欧盟的数据治理框架，加强顶层设计、完善法制体系、强化平台服务。 |

| The EU has launched a series of strategic documents and acts on data governance, which provide European programs for data governance worldwide. The research and analysis of EU data governance framework can provide useful reference for the improvement of China’s system. Combining the analysis model of ITSS data governance framework and using text analysis method, this paper analyzes the top-level design, governance environment, governance domain and governance process of EU data governance framework, so as to clarify the inherent logic of EU data governance framework. Centering on the top-level design framework with clear value, the EU has constructed a legal system with internal and external linkage, and implemented the governance model of service priority, which helps the EU to improve its data governance ability and stimulate data vitality. China should be based on its own values, refer to the EU data governance framework, strengthen top-level design, improve the legal system, and strengthen platform services. |
