| 公共数据价值评估是释放数据潜力、促进数据市场发展的重要环节。采用文本分析法，对454篇相关文献归纳总结，从公共数据价值评估的指标设计、方法选择、模型构建以及项目实践4个方面对国内外公共数据价值评估研究的现状进行分析。研究发现，尽管公共数据价值评估领域已取得一定进展，但仍面临评估指标趋同、维度偏窄，评估方法单一且多为定性，模型缺乏实践验证，以及评估项目多依赖国际权威而忽略其局限性等问题。未来研究应探索差异化评估指标、强化多维度发展，采用混合评估方法，加强模型实践验证，并探索适应国情的评估标准，以推动我国公共数据价值释放。 |

| Public data value assessment is an important part of releasing the potential of data and promoting data market development. This paper adopts the text analysis method to summarize 454 related literatures, and analyzes the current status of public data value assessment research at home and abroad from four aspects, namely the design of indicators, selection of methods, construction of models, and practice of projects. The study finds that although some progress has been made in the field of public data value assessment, it still faces the problems of convergence and narrow dimensions of assessment indicators, single and qualitative assessment methods, lack of practical validation of models, and reliance on international authorities while ignoring the limitations of assessment projects. Future research needs to explore differentiated assessment indicators, strengthen multidimensional development, adopt mixed assessment methods, enhance practical validation of models, and explore assessment standards adapted to national conditions in order to promote the release of public data value in China. |
