| 当前分散式查新管理模式在实际运行中存在着诸多弊端，如申报人与查新人存在利益交换、查新规范执行不严谨、项目申报流程对查新尊重不够等。鉴于此，文章提出查新工作的集中管理模式，简述其构成模块和基本运行流程，探讨集中式管理系统相较分散模式所带来的新挑战及解决方法，为查新工作的规范管理提供了一种选择。 |

| Decentralized management on novelty retrieval was accompanied with several shortcomings. Potential exchange of interests between applicants and staff members, norm abusing in proceeding, disrespects that item-apply-process may throw on the novelty retrieval work, instability of staff members are al those shortcomings. To overcome bad effects that may brought about by decentralized management, we suggest centralized methods in the management. Basic modules and their operation process in centralized methods are introduced and new chal enges and corresponding solutions are also discussed to provide a rigorous alternative to novelty retrieval management. |
