| 开放信息环境下，开放科技信息资源已成为学术交流生态系统的关键环节，是一项必不可少的现代科学生产要素。选取国外科技领域开放期刊、开放图书、开放会议资源、开放学位论文、开放科学数据等五类信息资源，论述近年来开放科技信息资源的建设现状及建设特点。基于此，探讨国家层面对开放资源统一管理、开放资源协同长期保存机制构建、多元开放平台内容衔接关联的现实必要性。 |

| In an open information environment, open science and technology information resource has become a key part of academic exchange ecosystem, and is an essential element of prompting modern scientific production. This paper selects 5 foreign science and technology information resources (open journals, open books, open conference resources, open dissertations, open scientific data) as research samples and analyses the status quo as wel as construction features. Based on these conditions, it explores some practical issues concerning open resources unified management at the national level, the system for long-term preservation of open source, and open content integration from multiple open platforms. |
