| 世界各国普遍比较重视科技信息资源的建设和服务，为了全面了解国内外在STM信息资源行业的政策情况，文章以科技信息资源的产生流程为依据，分别针对国内外在科技中介结构、科研项目申报和管理、科技成果交流与服务中的相关政策等多个维度进行逐一对比分析，最后提出了我国STM信息资源行业政策发展的几点建议。 |

| The paper first explains the different orientation of scientific and technical information resources service at home and abroad. Based on the process of scientific and technical information, science and technology policies are introduced in science and technology intermediary institutions, scientific research project application and management, scientific and technological achievements in exchanges and services. Final y, it is reported some suggestions of STM policies. |
