| 对照“十二五”规划的五个发展目标，分析国家图书馆在文献信息资源保障能力、信息资源组织与管理能力、面向用户信息需求的服务体系、国家数字图书馆建设、综合保障能力等五个方面的发展现状。分别从五个内部影响因素和五个外部影响因素，提出对国家图书馆“十三五”时期事业发展环境的基本判断。在此基础上，对国家图书馆“十三五”发展规划中业务建设的发展目标、重点工作和重点任务的主要思路进行阐述。 |

| This article analyzed the development of National Library from five aspects, the support capacity of document information resources, the organization and management ability of information resources, the user-requirements-oriented information services, the construction of National Digital Library and the comprehensive support ability, compared with the five development goals of the 12th Five-Year Plan. Then put forward a basic judgment of the environment for the development of National Library in the 13th Five-Year Period, from five internal influence factors and five external influence factors respectively. And on this basis we elaborated the development goals, the key work and the main task of National Library' s operation construction in the 13th Five-Year Plan. |
