| 开放获取环境下,开放资源的类型与数量不断增多,开放资源建设逐渐成为信息资源建设日常工作的重要组成部分.目前,国内外针对开放资源建设的工作流程尚未制定相关标准、规范.本研究从国内外开放资源建设实践入手,在资源遴选评价、组织、互操作、再利用等方面对现有的标准规范进行梳理与总结.在此基础上,尝试从开放资源建设业务流程角度构建标准体系框架,就标准制定与应用中可能出现的问题给出建议,以期为我国建立更全面、系统的开放资源建设标准框架提供参考借鉴. |

| In the open information environment, the type and quantity of open resources are increasing, the construction of open resources has gradual y become an important part of the daily work of information resources construction. However, there is no clear standard for the construction of open resources. Based on the investigation of open resources construction practical work at home and abroad, this paper summarizes the normative operation in the work, puts forward the preliminary framework of the standard system according to the operating process of open resource construction, and gives suggestions on the possible problems in the process of the standard formulation and application, to provide reference for building a more comprehensive system standard framework. |
