| 财政资金支持形成的科技成果是重要的创新资源,我国还没有建立统一的财政性资金支撑的科技成果数据库.为弥补此空白,2012年财政部和科技部启动国家科技成果转化项目库的建设.本文针对转化项目库资源建设中信息界定、元数据、数据采集机制三个主要问题,制定数据描述模型、元数据规范、存量信息和增量信息采集机制.以此为基础,设计开发信息系统,开展应用和服务,为科技成果转化活动提供基础信息支撑. |

| Scientific and technical achievements that supported by financial funds is an important innovation resources. China has not yet established a unified financial funding scientific and technological achievements database. To fulfill the demand, the National Scientific and Technical Achievements Database was launched in 2012. The paper researched data description model, data metadata and data collection mechanism. And information systems were developed. These works provided the basic information support for the transformation of scientific and technological achievements. |
