| 过量下载是数字环境下图书馆版权保护工作中的突出问题。法律治理是防范过量下载的长效机制。应根据过量下载的不同法律性质进行针对性治理，就图书馆自身而言，应制定完善的版权政策，并加强版权政策的落实和处罚力度，还要改进版权政策的教育宣导方法。 |

| Excessive downloading is a primary problem in the protection of copyright in libraries under the digital environment. Legal governance is the long-term mechanism to prevent excessive downloading. Legal governance should be based on the different legal nature of excessive downloading. In terms of the library, it should develop a sound copyright policy, and enhance the implementation of copyright policies and penalties, and improve the method of copyright policy education propaganda. |
