| 国际组织对主权国家的开放政府数据运动起着引领作用。为了解国际组织开放政府数据政策和开放情况，从而探索适合我国国情的政府数据开放策略。本文以联合国、欧盟、经济合作与发展组织、世界银行4家国际组织为研究对象，通过对开放政府数据政策进行内容分析，总结国际组织开放政府数据政策特征，包括开放政府数据的国际法律依据、原则、步骤、能力建设以及数据基础等。在此基础上探讨在国际框架下如何制定我国的开放数据政策。 |

| International organizations play a leading role in the open government data movement of sovereign countries. To understand the policy and situation of open government data of international organizations, then we can find the strategies of government data opening that suit our national conditions. This paper takes the United Nations, the European Union, the Organization for Economic Co-operation and Development, and the World Bank as the research objects. And it summarizes the characteristics of the open government data policy of international organizations, including the international legal basis, principles, steps, capacity building, and data foundation for open government data, through the content analysis of the open government data policy. On this basis, it discusses how to formulate China’s open data policy under the international frameworks. |
