| 俄罗斯联邦政府发布的《国家数字图书馆条例》《国家数字图书馆客体选择办法》及其附件《纳为国家数字图书馆客体的文件分级规则》，是对其《图书馆事业联邦法》等相关法律中数字图书馆条款的具体化。从法律保障、组织保障、经费保障、措施保障、知识产权保护、运营保障、免费使用的知识空间建设、服务提供等方面，分析俄罗斯数字图书馆建设的制度保障与运行策略，以期对我国数字图书馆的相关实践有所借鉴。 |

| Russian Federation Government has issued National Digital Library Regulations, Object Selection Method of National Digital Library and it’s appendix Document Classification Rules as the Object of National Digital Library, these are the concretization of the provisions of digital library in the Federal Law on Librarianship and other relevant laws. This article analyzed the Institutional Guarantee and Inspiration of Digital Library Construction in Russian on legal guarantee, organizational guarantee, financial guarantee, measure guarantee, intellectual property protection, operation guarantee and free use of knowledge space construction, etc. I hope it will be helpful to the practice of digital library in China. |
