| 大数据时代，完善公共数据体系是优化政府社会公共事业管理和建设全国一体化的国家大数据中心关键步骤，是我国实现互联网强国的重要环节。目前我国尚无公共数据中央统一立法，地方法规规章逻辑周延性不足，公共数据法律内涵界定不明，归属不清，不具普适性，加之我国大数据自主核心研发技术薄弱，人才缺乏等问题，公共数据体系建设及其社会价值难以彰显。应在中央统一立法基础上，依靠政府间协同合作，加强大数据专业人才培养力度以提高该领域核心技术自主研发能力，以产业化形态推进国家公共数据体系化建设。 |

| In the era of big data, perfecting the public data system is a key step in optimizing the national public data management and building national integration of the national big data center, and is an important link in realizing the Internet power in China. At present, there is no central legislation for public data in China. The logic of local laws and regulations is insufficient. The legal definition of public data is unclear, the attribution is unclear, and it is not universal. In addition, China’s big data independent core R&D technology is weak, and talents are lacking. The construction of public data systems and their social values are difficult to highlight. On the basis of the central unified legislation, relying on inter-governmental cooperation and cooperation, strengthen the training of big data professionals to improve the independent research and development capabilities of core technologies in this field, and promote the national public data system construction in the form of industrialization. |
