| 我国作为科技文献的产出大国和利用大国，社会公众在文献资源获取能力方面存在显著差异。国家科技图书文献中心（National Science and Technology Library，NSTL）深刻认识到科技文献的获取和共享对于提升国家创新能力和知识传播利用效益的重大意义，部署开展了推进实施科技文献开放获取的专项研究项目（以下简称“项目”），研判国际开放获取的新形势、新机遇和新挑战，研究符合我国国情的开放获取的政策措施建议和实施路径，并主动开展开放获取的实践探索。本文介绍了项目的研究背景和主要研究内容，重点总结和分析其研究和实践成果，最后提出未来研究推进方向和主要措施。 |

| As a big country of producing and utilizing scientific and technological literature, there are significant differences in the ability of the public to obtain literature resources. National Science and Technology Library is deeply aware of the great significance of the accessing and sharing of scientific and technological literature for improving the ability of improving national innovation, the efficiency of knowledge dissemination and utilization. Facing the new situation, new opportunities and new challenges of international open access movements, NSTL has deployed and carried out a specific research project to promote the implementation of open access of scientific and technological literature (hereinafter referred to as “the project”), which aims to study the policy measures and suggestions of open access implementation path in line with China’s national conditions, and to actively pilot the practice of open access. This paper introduces the research background and main research contents of the project, summarizes and analyzes the research and practice results, and finally puts forward the future research direction and main measures. |
