| [ 目的/ 意义] 政府数据开放是近年来国际公共管理学界和大数据领域的研究热点，是推进政务公开、转变政府职能、推进政府治理能力现代化的内在要求。把握政府数据开放现状、探索数据平台建设模式、剖析关键管理问题是我国政府进行数字政府建设和实现大数据驱动公共治理的基础。[ 方法/ 过程] 在对我国政府数据开放基本现状分析的基础上，以安徽省各地市级政府数据开放平台为研究对象，通过采集门户平台数据信息的网络调研方法，从开放数据的数据准备、数据管理、平台功能等方面出发，研究安徽省地市级政府数据开放状况。 [ 结果/ 结论] 研究表明，目前地市级政府数据开放尚存在亟待解决的难题。为此，需要通过完善相关法律法规和顶层设计、健全政府数据开放平台、提高政府数据开放的时效性和实用性、依托平台推动大数据创新利用等举措，方能推动地市级政府数据开放的进一步发展。 |

| [Purpose/significance] The opening of government data is a hot topic in the field of international public administration and big data in recent years. Grasping the current situation of government data opening, exploring the construction mode of data platform, and analyzing the key management problems are the basis for our government to carry out digital government construction and realize big data driving public governance. [Method/process] On the basis of the analysis of the basic status situation of the open government data in China, this paper studies the open state of the municipal government data in Anhui province by collecting the data information of the portal platform. [Results/conclusions] The results show that there are still some problems to be solved in the data opening of prefecture-level governments. Therefore, it is necessary to improve the relevant laws and regulations and top-level design, broaden the open platform of government data, enhance the timeliness and practicability of government data opening, and rely on the platform to promote the innovation and utilization of big data, so as to promote the further development of municipal government data opening. |
