      [目的/意义]人才政策的演变规律是科技人才政策研究的重要内容之一,对人才政策的演变规律进行探究有助于为人才政策理论和实践研究提供借鉴。[方法/过程]基于人才政策发文量特征,利用时间序列可视化复杂网络的方法对我国 2000—2018 年人才政策的整体、不同区域以及不同类型政策的发展演变进行了分析。[局限]在政策选取、分类分析与归纳方面还有一定局限性。[结果/结论]整体上,我国 2000—2018 年的人才政策可以划分为 2000—2006 年的探索阶段、2007—2012 年的体系确立阶段和 2013—2018 年的创新发展阶段。从区域角度看,西部地区人才政策发展演变阶段要明显落后于东、中部地区。从政策类型角度看,引进政策、培养政策和管理政策发展演变阶段具有一致性,确保了不同时期三种人才政策的作用均能有效发挥。
英文摘要:
      [Objective/Significance] The evolution and development law of talent policy is one of the important contents of the research on talent policy in science and technology. Exploring the evolution law of talent policy helps provide reference for the practice and theoretical research of talent policy. [Methods/Processes] Based on the quantitative characteristics of China’s talent policy, we use time series visualize of complex networks to analyze the evolution and development of China’s talent policy from 2000 to 2018 in terms of overall, different regions and different types of policies. [Limitations] There are some limitations in policy selection, classification analysis and induction. [Results /Conclusions] The results of the overall analysis of China’s talent policy show that China’s talent policy can be divided into the exploration phase from 2000 to 2006, the system establishment phase from 2007 to 2012, and the innovative development phase from 2013 to 2018. The regional analysis of China’s talent policy shows that the development and evolution of talent policy in the western region lags behind that of the eastern and central regions. From the perspective of policy types, the development and evolution stages of attraction policies, cultivation policies, and management policies are consistent, ensuring the role of the three types of talent policies in different periods.
