| 政府2.0是指以公众为中心、政务公开为基础、政务服务为核心、公众参与为动力、政务整合为目标的一个新的电子政务时代。政府2.0的基本特征是：互动与互联性；定制与个性化；信任与协作性。从单向的政务信息传播，到在线的为民服务、政务办公，再到以政府2.0为代表的互动性电子政务，政府2.0的发展正逐步改变政府的工作方式和工作思路。在中国，政府2.0建设有助于推动社会管理创新，有助于提升政府内部管理能力。政府2.0构建的网络政民互动模式，有助于创新社会管理模式与方法，化解社会矛盾，听民情，解民忧。 |

| Government 2.0 is a new electronic government era which centers on the public, takes administration publicity as the base， government affairs service as the core， public participation as power and aims at government affairs integration. The basic features of Government 2.0 are interaction and interconnection，customization and personalization, and confidence and coordination. From one-way information transmission of government affairs to online service to the public and government affairs， and then to interactive e-government affairs represent by Government 2.0 which is changing styles and ways of government working. Establishment of Government 2.0 is helpful to promote innovation of society management and improve internal management of government in China. Government 2.0 construct government-people network interaction model which is benefit for innovating models and methods of society management， eliminating social conflicts，and listening and helping the public. |
