| 近年来，发达国家（地区）推动科技创新的新动向，即普遍重视科技管理体制的完善，充分利用
市场化手段，加强青年人才和科学、技术、工程与数学（STEM）人才的培育，大力促进创新型中小企业发展，加强基础设施的筹划，强化制造业的战略地位。在总结发达国家经验和做法的基础上，提出了符合中国国情和时代背景的、更加清晰明确的科技创新政策建议，即完善科技创新的组织体系建设，重视人才的引进、培养和使用，促进创新型中小企业发展，完善国家创新基础设施的建设和加强制造业
领域的创新。 |

| In recent years, developed countries have taken measures to promote science and technology innovation, such as, improving science and technology management system, making full use of market-oriented means, nurturing talents in fields of science, technology, engineering and mathematics, vigorously promoting the development of innovative SMEs, enhancing infrastructure planning, strengthening the strategic position of the manufacturing sector, etc. By analyzing innovation policies and practices adopted by developed countries, the paper gives some suggestions on domestic innovation policy-making in accordance with China’s national conditions. |
