      前苏联解体后,俄罗斯科技人员外流严重,科技人才队伍建设正面临着前所未有的挑战。俄罗斯政府为了复兴科技人才在国际上的霸主地位,出台了一系列政策和措施,如,加大科研投入力度,提高科研人员工资待遇,制定青年科技人才激励政策,吸引顶尖科学家进行科学研究等。近两年来,俄罗斯科技人才数量及质量有所改善,科研实力与创新能力日益强大。俄罗斯人才培养及激励政策对我国科技人才发展战略有一定借鉴意义。
英文摘要:
      The quality and quantity of Russia’s science and technology talents have been decreasing after the collapse of the Soviet Union in 1991. In order to stabilize the science and technology talents groups the government of Russia has made a series of policy and measures on the human resources development, such as increasing its R&D input, improving scientists’ income and welfare, making incentive policy for young talents, attracting top scientists to join the Russian research team, etc.. The paper analyzed the talent training and incentive policy in Russia, which could provide useful references for China’s development strategy on science and technology talents.
