| Scientific and efficient evaluation on science and technology policy is the important foundation of science and technology management. This article studies the legal system and the organizational framework of the science and technology policy evaluation of the United States. By the assessment example of the SBIR (Small Business Innovation Research) program, the paper analyzes the evaluation object, target, statistical metrics, organizational mode, methodology, and result application with respect to U.S. science and technology policies, in order to inform the science and technology policy evaluation of China. |
