| 随着信息和通信技术快速发展，电子健康在全球健康和医疗保健系统得以广泛应用，对于提高卫生系统效率，改善医疗服务质量，促进健康市场创新有显著的推动作用。本文以2004年欧盟制定的《电子健康行动计划》为基础，简要介绍了欧盟有关电子健康的定义、总体行业发展状况、面临挑战和未来发展重大措施,并从立法、协调机制、研发和国际合作等角度，为我国深化卫生信息化和电子健康体系建设，全面规划和实施医药卫生体制改革提出了初步建议。 |

| With the rapid development of information and communication technology, e-health has been widely recognized and deployed in health services systems across the globe, being deemed to be conducive to improving efficiency and quality of health services system and promoting innovations in the health market. The article takes the E-health Action Plan issued by the European Commission as a basis, outlining the definition, status quo, challenges and future measures of e-health development in the European Union. A number of policy suggestions in legislation, coordinating mechanism, research and innovation, as well as international cooperation on e-health development in China are provided, in order to support and be adapted to the on-going health reform in China. |
