| 近年来，日本正面临国内医疗改革需求和美国等国家要求开放医疗服务的压力，今后将在充分考虑风险的基础上谨慎推进医疗开放进程。本文总结了日本现有医疗准入制度的特点，分析了日本医疗体系开放的前景、风险与问题，提出了对我国医疗准入制度的建议。 |

| Japan has established the medical insurance system which covers all Japanese citizens. Due to the non-profit principle, at present Japan does not allow foreign investment to profit hospitals, also does not allow patients to receive medical treatment by medical insurance and treatment by their own expenses at the same time. In recent years, facing the domestic pressure of medical reform and the external requirement of opening the medical service, Japan will continue the medical opening process on the basis of considering the risk. This article analyses the characteristics of Japanese medial permission regulation, and discusses the prospect, problems and risks of opening its medical services, trying to identify successful experiences from Japan for the reform of Chinese medical permission regulations. |
