| 本文分析了美国、英国、德国、法国、日本及欧盟等国家和地区在促进大众创新、创业方面的政策措施，发现国外政府在促进大众创新创业方面的作用主要体现在：营造良好的创新创业环境、培育创新创业文化、为初创和中小企业提供各种公共服务等方面。我国在促进创新创业的政策方面已相对比较完善，但与国外相比，在创业教育和创新创业文化的培育方面尚有较大差距。 |

| This paper analyzes the policies and measures of United States, Britain, Germany, France, Japan, the EU and other countries (regions) in promoting innovation and entrepreneurship of the masses. The role of foreign governments are mainly in creating a favorable environment for innovation and entrepreneurship, fostering innovation and entrepreneurial culture, providing a variety of public services for start-ups and SMEs and so on. Our policies in promoting innovation and entrepreneurship have been more perfect, but compared with other countries, there is a big gap in terms of entrepreneurship education and fostering innovation and entrepreneurship culture. |
