| 日本在科技计划管理方面已趋于完善，拥有较为完整的组织管理机构和法律法规，严谨的科技计划管理环节和管理框架。本文通过对日本科技计划体系、管理机制及依托管理专业机构的分析，总结其科技计划的管理模式及特点，以供我国科技计划管理借鉴参考。 |

| Management of science and technology（S&T）plan in Japan is nearly perfect, with sound management organizations, regulations and rules of law. It is an integrated framework composed of religious and systematic management taches. This paper systematically analyzes Japan’s science and technology plans, their management mechanism and professional management agencies, which will provide some suggestions and references for the management of science and technology plan in China. |
