| 德国是积极推进应对气候变化的主要发达国家之一，近年来在应对气候变化管理方面做了很多有益尝试。本文首先构建出德国应对气候变化管理机构框架，包括总体协调、法规政策、执行与管理、研究机构、咨询评估5个层次，并且分析了框架中涉及的联邦环境部、联邦教研部、德国经济部等5个管理机构的职能分工与协作关系，最后提出加强应对气候变化立法、强化相关工作统筹、促进气候政策主流化等建议，以期为我国应对气候变化工作提供借鉴。 |

| Germany is one of the major developed countries addressing climate change actively. In recent years, Germany has done a lot of useful attempts in management of addressing climate change .This paper firstly constructs the German climate change management framework, including five levels of the overall coordination, laws and policies, implementation and management, research institutions and consultation and evaluation. Then analyzes the division function and cooperation relationship in the framework among the five managment institutions, including the Federal Ministry of Environment, Ministry of Education and Scientific Research, Ministry of Economic Affairs, and etc. Finally, some suggestions were put forward, such as strengthening the legislation of climate change, strengthening overall planning and promoting the mainstreaming of climate policy, in order to provide reference for our country to address climate change. |
