| 近年来，越来越多的公共部门通过创新来提高公共服务水平和质量。为监测公共部门的创新状况，欧洲国家针对公共创新测度开展了理论研究与实践尝试。本文拟对北欧国家、欧盟和英国公共部门创新测度进行对比分析，以期为我国建立国家创新调查制度，开展创新活动统计调查工作提供参考和借鉴。 |

| In recent years, in addition to the survey of enterprise innovation activities on a regular basis, European countries have carried out theoretical researches and practice attempts in the field of public innovation, which have laid an important foundation for the development of public sector innovation measurement framework. This paper intends to compare the innovation surveys of the public sectors in the northern European countries, the EU and the UK, hoping to provide reference for the establishment of the national innovation survey system and the statistic survey of the innovation activities. |
