| 本文通过对美国可燃冰研究和开采技术的历程进行系统梳理和分析，探讨分析了其在可燃冰研究开发中遇到的主要问题，总结出美国政府在推动可燃冰研究及开采中，在项目规划、资金投入、法律法规等方面的做法和经验，并对国内下一步开展可燃冰研究提出加强顶层设计和基础研究、加强与美科研交流合作等政策建议。 |

| By combing and analyzing the development of flaming ice research and mining technology in the United States, this paper discusses the main problems and concludes the practices and experience of the U.S. government in promoting research and exploitation of flaming ice, capital investment, laws and regulations, and then puts forward suggestions for China, such as enhancing top-level design and basic research, strengthening scientific exchanges and cooperation with the United States. |
