| 欧盟很早就把发展以智能化为基础的经济模式作为其主要的战略目标。本文对欧盟围绕人工智能发展在科研、产业化和社会发展等方面的做法进行深入分析，同时结合当前我国的人工智能发展现状，提出了加强战略研究和顶层设计、夯实科技研发基础、促进企业创新发展和推动社会应用等相关政策建议。 |

| An intelligence-based enconomic development mode was put forward by the EU in early days as its main strategic goal. This paper makes an in-depth analysis of the EU’s approaches to develop AI research in the fields of scientific research, industrialization and social development, and also makes some policy recommendations combined with AI development status of China, such as strengthing strategic research and top plan, soliding S&T research base, promoting innovation development of enterprises and pushing social applications. |
