| 长兴县“跨区域创新券”政策，是体现区域经济学“增长极”理论中涓滴效应的经典案例，是政府引导资金最大化支持企业科技创新的重要创新工具，具有较强的理论价值和实践价值，经验做法值得推广。本文通过对浙江省长兴县“跨区域创新券”制度政策的发展历史、主要做法、改革亮点等方面进行分析，发现“跨区域创新券”制度可以促进政府引导资金最大化支持企业科技创新，能够有力推动区域科研机构与县域中小企业的合作共赢，在县域释放出巨大的改革能量。此外，结合创新券相关理论及各国创新券计划的实践经验，对“跨区域创新券”制度的推行提出了相关建议。 |

| “Cross-regional Innovation Vouchers” policy in Changxing county, a classic case of “trickle-down effect” in the “growth pole” theory of regional economics, is an important innovation tool for the government guide funds to maximize the support of enterprise technological innovation. It has theoretical and practical value, and is worth popularizing. This paper analyzes the development history of the “Cross-regional Innovation Vouchers” system policy, major practice, reform highlights in Changxing county, Zhejiang province, and finds that “Cross-regional Innovation Vouchers” system can promote the government guide funds to maximize the support of enterprise technology innovation, and effectively promote win-win cooperation between regional research institutions and SMEs in the county, which releases huge energy in the reform. In addition, the paper puts forward some suggestions on the implementation of the “Cross-regional Innovation Voucher” system, combining with related theory of innovation vouchers and the practical experience of the international innovation voucher schemes. |
