| 近年来，世界各国越来越重视发展本国颠覆性技术，表现亮眼的包括俄罗斯的先期研究基金会等。除了推动技术的发展，对颠覆性技术进行有效管理也是需要解决的问题。本文重点介绍了俄罗斯先期研究基金会的运行管理机制，并根据俄罗斯的经验对我国建立和完善颠覆性技术管理提出几点启示。 |

| In recent years, many countries have paid more and more attention to development of disruptive technologies. Advanced Research Foundation of Russia is outstanding in many ways. In addition to promoting the development of technologies, effective management of disruptive technologies is also an important issue that all countries need to address. This paper mainly introduces the operation and management mechanism of Russia’s Advanced Research Foundation and provides suggestions for the management of Chinese disruptive technologies. |
