| 公共财政资助科研项目的科学出版物开放共享是开放创新的重要内容。欧盟推出“S计划”促进科学出版物免费即时开放共享。该计划重视发挥科研项目资助机构在规则制定、经费保障、监督管理等环节中的作用。尽管目前各方对“S计划”态度不一，但可以看到的是，科学出版物开放共享有助于扩散科学出版物，提升创新整体效能，加强国际合作有利于科研人员利用国际创新资源，我国可结合现有科学出版物管理制度和实际情况，积极参与国际规则制定，有序推动科学出版物开放共享。 |

| The Open Access to scientific publications funded by the public agency is the important content of the Open Science. EU proposed Plan S to promote the free and immediate Open Access to scientific publications derived from the research projects funded by EU. The plan recognizes that the funding agencies play an important role in the rulemaking, expenditure guaranteeing, supervising etc. Although researchers all over the world have different viewpoints on Plan S, it is undoubtedly that the plan can promote the dissemination of the research results, help to build a sound innovation ecosystem, enhance the overall efficiency of innovation. International cooperation can make it possible for other countries’ scientific publications Open Access to the Chinese scientists and researchers, so China may consider participating in formulating international rules on the basis of current management system of the scientific publications, so as to improve the level of the Open Access to the scientific publications orderly. |
