| 为进一步推动中国新能源领域的创新发展，本文在系统梳理美、日、德、法和欧盟等国家或地区新能源政策进展的基础上，重点针对风能、太阳能和核能领域的进展进行比较，提出中国在完善新能源相关立法、加强新能源发展中长期规划、加快数字转型和科技创新全价值链研究体系布局、坚持制度创新等方面的政策建议。 |

| On the basis of systematically reviewing the progress of new energy policies in the United States, Japan, Germany and France, this paper focuses on comparing the progress in the fields of wind, solar and nuclear energy, and puts forward relevant policy suggestions for the further development of new energy in China. Specifically, China should improve new energy legislation, strengthen long-term planning for new energy development, accelerate the digital transformation and the layout of the research system of the full value chain of scientific and technological innovation, and adhere to institutional innovation. |
