| 《拜杜法案》《斯蒂文森-威德勒技术创新法案》等的颁布实施已过去近40年，当前美国的创新环境正在发生新的变化，对修订完善现有的政策法规提出了新的需求。本文在介绍《拜杜法案》等的制定背景和实施成效的基础上，结合近期美国有关讨论，反映美国改革技术转移相关政策法规的有关考虑和动向，以期对我国制定相关政策有所启示。 |

| As the implementation of the “Bayh-Dole Act” and the “Stevenson-Wydler Technology Innovation Act” has been carrying on for nearly 40 years, the innovation environment has changed dramatically, and updates are needed. Based on the introduction of the background and effects of the “Bayh-Dole Act”, and recent discussions about how to renew and modernize it and concerning laws and associated regulations and policies, this paper reflects new considerations and new trends in the reform of technology transfer policies and regulations and providing some revelations for China. |
