| In March 2019, the Russian government issued State Program “Scientific and Technological Development of Russian Federation” (2019-2030), which is the second medium and long-term plan for scientific and technological (ST) development in Russia’s history. It aims to help Russia return to the world’s top five scientific research powers during Putin’s fourth presidential term. On the whole, the program mainly presents four major characteristics: a substantial increase in investment related to ST development; human resource training has become the top priority; great emphasis on basic research; establishing a balanced system to support all stages of the innovation circle from basic research to technological development and the commercialization of products and services. |
