| 日本“清凉地球创新论坛”是日本政府致力打造的能源环境版“世界经济论坛”。自 2014 年举办以来，论坛规模不断扩大，以发达国家为主的顶级科研团队、商业精英和政府决策者围绕气候变化密切跟踪国际前沿技术发展趋势，为低碳领域研发机构开辟了广阔的合作空间，提升了日本对全球气候治理的国际话语权。本文通过对历届“清凉地球创新论坛”的组织情况、议题设置及主要成效跟踪研究，对我国推动环保科技创新及技术转移提出建议，包括加强国际科技合作，发挥政府间部门协同优势，推广产学研合作机制，加强与“一带一路”国家的环境研究合作，为“一带一路”建设提供绿色支持。 |

| Innovation for Cool Earth Forum (ICEF) was created by Japanese government with the aim of building a “World Economic Forum” in the field of environment and energy. Since its launch in 2014, the forum has been expanding, bringing top research teams of developed countries, business leaders and decision makers together to closely watch the development of cutting-edge technologies on climate change. It opens up broad space for cooperation among low-carbon research institutions and helps Japan to enhance its say in the international community. By tracking the organization, themes and major achievements of past sessions, the paper puts forward proposals on promotion of environmental technology innovation and technology transfer in China including strengthening international science and technology cooperation, take advantage of the co-benefits of cross-sectoral cooperation, promote the system of collaboration among academia, industry and research institutes, and collaborating with countries of Road and Belt Initiative in environmental research so as to provide green support for Road and Belt Initiative. |
