| 为应对当前人口转型、数字化进程加快带给劳动力市场的挑战，更好地保障经济社会持续繁荣发展，德国联邦政府于2018年底出台实施《专业人才战略》，并从2020年3月起引入新的《专业人才移民法》，聚焦本国劳动力紧缺行业，在已有立法实践的基础上，完善和深化部分现行法规，有针对性地吸引和便利欧盟国家以外的第三国专业技术人员来德国工作。本文重点介绍了相关背景和战略情况、新法主要内容及其配套措施，以供了解德国技术移民和人才引进政策现状。 |

| In order to cope with the challenges of the labor market due to the population transformation and the acceleration of the digital process, and ensure the sustainable development of the economy and society, the German federal government issued the Skilled Workers Strategy at the end of 2018 and implemented the Skilled Immigration Act from March 2020. Based on the legislation practice, the new law improves and deepens some existing laws and regulations to attract and facilitate professional and technical personnel from countries outside the European Union to come to work in Germany. This paper focuses on the relevant background and strategy, the main contents of the new law and its supporting measures, so as to introduce the current situation of German skilled immigration and talent introduction policy. |
