| 强调指出加快推进创新型国家建设，科技是关键，根本在人才。认为，加强科技人才队伍建设是一项重大而
紧迫的任务，要把培养造就高层次创新型科技人才作为科技人才队伍建设的核心任务。最后提出，“十二五”时期要大力
加强科技人才工作。一是以高层次创新型科技人才为重点，统筹推进各类人才队伍建设；二是遵循人才成长规律，完善
科技人才发展政策；三是组织实施重大人才工程；四是加强创新文化建设。 |

| We emphasize and point that Science and technology become key and basis consists of talent to push
rapidly the construction of innovation country. We hold that Strengthening the construction of S&T talent
procession is grand and pressing task, so, that bring up high levels S&T innovation talent is the core task of it.
finally We put forward strengthening energetically the work of S&T talent on “The 12th Five Year Plan”. It includes
boosting the construction of various talent in phase to emphasis for high level, perfecting development policy of
S&T talent by the law of talent pullulating, organizing to actualize gravely talent engineering, and strengthening
the construction of innovation culture. |
