| 信息产业的迅速发展近年来受到各界的广泛关注，政府主导或产业自发集聚形成的信息产业集聚区更如
雨后春笋般涌现。资源的大量投入能否获取预期的效益，以秦皇岛数据产业创新示范园为例，运用AHP- 模糊综合评价
法对集聚区的社会效益进行综合评估。从社会经济影响、社会环境影响和生态环境影响3 个层面来确定其具体社会效益
评价指标，建立与之对应的社会效益评价指标体系。利用德尔菲法得到各指标的隶属度，选用层次分析法获得各指标
对应的权重值，最后对评价结果进行分析总结。 |
