| 基于资源基础论的视角研究我国科技战略管理，对我国科技资源建设的现状和存在的问题进行分析；结
合大数据、云计算等新技术的挑战，透过包含安全监控、协调服务和竞争优势的三角形架构，阐述科技资源的战略管
理过程和方法，并对北京市基于资源基础论的科技资源管理进行实例分析；提出加快建立国家层面的科技管理平台，
以实现科技资源在安全可靠的基础下实现统筹配置、开发利用。 |

| This article is focused on research of the China’s S&T strategy management from the perspective
of resource based view, analyzed the current situation and problems of China’s S&T resource construction,
explained the processes and methods of strategic management of S&T resources combined with the new
challenges of Big Data and Cloud Computing through the triangle framework of security monitoring,
coordination and service, competitive advantage, and studied the case of the S&T resource management based
on the resource based view of Beijing, and proposed to speed up the establishment of the national-level S&T
management platform to achieve the overall configuration, development and utilization in secure and reliable
situation. |
