| 为探讨中国现阶段如何提升自主创新能力，促进人才队伍建设，文章通过研究“欧洲创新型联盟”计划，详
细介绍了该计划在教育、社会创新和国际合作等8方面的内容及其实施情况和取得的成效，并借鉴其经验，针对中国国
情，分别从教育改革、人才引进吸收、国内外交流合作及产学研结合等方面，提出“欧洲创新型联盟”计划给我国提升
自主创新能力、培养创新人才等方面带来的启示。 |

| In order to discuss how to improve the ability of independent innovation and the construction of
talents in China, this paper introduces the 8 aspects content of "European Innovation Alliance" in detail, such
as education, social innovation and international cooperation and so on. Then combining the experience of
"European Innovation Alliance" with China's national conditions, this paper puts forward that China should
enhance its independent innovation ability from four aspects: education reform, talent introduction and
absorption, international communication, combination of production and research. |
