| 通过对我国科技情报行业发展现状回顾与环境扫描，并在分析国内外智库发展的基础上， 提出新时期传统科
技情报机构转型发展的战略思考“回归情报，聚焦科技，超越竞争”，只有从文献和信息服务向情报服务回归，完成从
事业单位到现代非营利组织的改革，从“ 事实库”走向“思想库”，最终建成新型的科技智库，才能更好地为科技创新
服务，为科技决策和公共决策服务。 |

| This paper proposes the strategy think of transformation for traditional Sci-tech information institution
in new time,“ regress information, gather science-technology, overstep competition”, which must be transform
from literature and information service to information service, complete the reformation from public institutions
to new non-profit sector and from“ fact storeroom” to“ thought storeroom”, and finally develops new S&T
intellectual storeroom. It is to service S&T innovation, S&T decision-making, and public decision-making. |
