| 目前国立科研机构的信息资源还多处于信息一次发布上，信息资源挖掘力度不够，形成社会资源浪费，而
其根源是科技信息资源供给服务机制不清晰，因此研究国立科研机构信息增值利用供给机制可以为资源开发利用实践
发展提供指导和借鉴。文章首先对国立科研机构信息增值产品的物品属性进行分析，并根据属性将信息产品划分为公
共物品和准公共物品。然后在此基础上剖析信息增值利用的供给机制，具体包括增值利用模型和结构、供给主体、供
给对象、供给模式、供给保障。 |

| At present, most of the research information which belongs to national research institutes of China
is original and information mining is not enough. That is a huge waste of our society. Tracing the source of
the problem is the inexplicit of supply mechanism. Then it is of significant meaning to investigate the supply
mechanism of research institution which would give some advice and some pieces of guidance. In this paper, we
analyze the goods attribute of value-added information including public goods and quasi-public goods at first.
And then details on supply mechanism are discussed, which includes the structure of the value-added model,
the supply body, the supply object, the supply mode and security. |
